New curfew measures went into effect this weekend after large crowds of juveniles were seen being chased by the National Guard and running through a park in Navy Yard on Halloween night.
D.C. Police Chief Pamela Smith announced a curfew from 6 p.m. to 11 p.m. from Saturday to Sunday — in special juvenile curfew zones located in Navy Yard, the U Street corridor, the Banneker Recreation Center and near Union Station.
Out of 18 juveniles stopped by officers for violating the curfew, 14 were found near U Street and 14th Street Saturday night.
An emergency order by D.C. Mayor Bowser also established a citywide curfew from 11 p.m. to 6 a.m. every night from Saturday through Wednesday at 11:59 p.m. During that time, anyone under the age of 18 cannot remain in a public place or on the premises of any establishment unless involved in certain exempted activities.
“Sometimes there are a lot of young people late, late, late at night making a lot of noise [and] some fights I’ve seen,” Ezra said, who lives near U Street.
“I’ve never seen a large group of young people and think that I feel unsafe,” Katie said, who also lives near U Street. “I didn’t see the difference.”
The additional curfew measures come just days before the D.C. Council is expected to vote on whether to grant Smith the authority to implement juvenile curfew zones like those put in place this summer.
The D.C. Council is expected to vote on whether to extend that authority for another three months on Tuesday.
