At least three Metropolitan Police Department officials who were under investigation for allegedly manipulating crime statistics were issued termination papers by the internal affairs office, law enforcement sources tell News4.
Two of the officials are commanders, sources said; another is a captain.
Interim Chief of Police Jeffery Carroll declined to comment, citing an internal matter.
Two federal reports in late 2025 criticized D.C.’s police chief at the time, Pamela Smith, and questioned the accuracy of the District’s crime data.
A Department of Justice draft report in December called MPD’s crime data “likely unreliable and inaccurate due to misclassifications,” adding “violent crime is not being accurately documented and reported to the public.”
The report alleged MPD systematically downgraded hundreds of crimes to show a decrease.
The report, “How D.C.’s Police Chief Undermined Crime Data Accuracy,” alleged Smith humiliated and removed officers who failed to report low crime numbers. The DOJ report also was highly critical of Smith’s management style, saying she pressured police officials to misclassify crimes through a “culture of coercive fear that emanates from Pamela Smith.”
In an interview in December, Mayor Muriel Bowser pushed back on the two reports.
“People are very clear about the precipitous decline in crime in the District from murder, shootings, homicides, you name it, and it is a very complicated business to talk about crime classifications that precedes this chief of police,” she said.
Smith stepped down in December and said her decision to resign was personal.
News4 was first to report in July 2025 that the commander of MPD’s 3rd District was under investigation for allegedly manipulating crime statistics on his district. Cmdr. Michael Pulliam was placed on leave with pay and denied the allegations.
DC Police Union Chairman Gregg Pemberton said in an interview with News4 the following month that he doubted the drop in crime was as large as D.C. officials touted.
News4’s Mark Segraves contributed prior reporting.
